英譯中:(35分)Capital punishment (death penalty) is the premeditated and planned taking of a human life by a government in response to a crime committed by that legally convicted person. In the past, capital punishment has been practiced by most societies, although currently only 58 nations actively practice it, with 96 countries having abolished it. Although many nations have abolished capital punishment, over 60% of the world’s population lives in countries where executions take place. This is because the People’s Republic of China, India, the United States of America, and Indonesia, which are the four most populous countries in the world, continue to apply the death penalty. Many believe that the death penalty should be abolished for several reasons. Firstly, the death penalty is very expensive to maintain. Most people do not realize that carrying out one death sentence costs 2-5 times more than keeping that same criminal in prison for the rest of his or her life. This expense comes as a result of the seemingly endless appeals, additional required procedures, and legal wrangling involved in the judicial process. Secondly, the death penalty clogs up the court system. The U.S. court system goes to enormous lengths before allowing a death sentence to be carried out. All the necessary appeals, motions, hearings, and briefs monopolize much of the time of judges, attorneys, and other court employees as well as use up courtrooms and facilities. Third, the death penalty is an ineffective deterrent to violent crime. Life in prison is a far more effective deterrent than the death penalty, which, in some cases, actually represents an act of clemency for the criminal. With a death sentence, the suffering is over in an instant. With life in prison, however, the pain goes on for decades. Prisoners are confined to a cage, living in an environment of rape and violence where they are treated as animals.

The Arctic is warming twice as fast as the global average and the Nordic countries, at least, consider collaboration on scientific research urgent. The war in Ukraine and the breakdown in Arctic dialogue could also exacerbate tensions caused by Russia’s growing military presence in the region. Russian defense planning has preoccupied Scandinavian military strategists.

A growing divide had been opening up between the local winners and losers from the tourism boom, Scheutz said. As Austria was easing its COVID-19 lockdown last month, Hallstatt brought in a new system for limiting coach numbers — only for the coaches to vanish anyway. While the car park has been full on the weekends since lockdown eased, current visitors are overwhelmingly Austrians or people from neighboring countries. “The way it is now reminds us of how Hallstatt was before, and we’d like it to stay that way,” said one local climbing the steps to her house, which clings to the mountainside. The forced respite brought about by coronavirus should be a chance to “get things back in order,” Scheutz said, adding that the village could swap quantity for “quality” when it comes to tourism. But it’s not as easy as saying: “We’ll start from scratch,” he said.

Just a week after Trump announced the new tariffs, an order was placed for 300 million pairs of socks for manufacturers in the tiny township of Shetou in Changhua County, reported CommonWealth Magazine. The township of Shetou, with a population of only 40,000, is so well known for its sock factories that a local saying goes, “There are three things in abundance in Shetou: guavas, socks, and chairmen.” In its heyday, the township churned out tens of billions of Taiwan dollars worth of socks. However, in recent years, a free trade agreement between the U.S. and South Korea and competition from China started to squeeze out local manufacturers. Fortunately, it appears that the intensifying trade war between the U.S. and China is giving sockmakers in Shetou a new lease on life. Wei Ping-i(魏平儀), chairman of the Taiwan Hosiery Manufacturers’ Association, told CommonWealth Magazine that he received an order from a trading company last week asking for 300 million pairs of socks for the U.S. market, which had originally been meant for producers in China. The customer is desperately looking for manufacturers outside of China and Taiwan is one the countries they are looking to now, said Wei. Wei excitedly told the magazine, “Although Taiwan may no longer be the cheapest, it still has strong production and distribution capabilities. The 300 million socks can be entirely eaten [produced] by Taiwan.” Wei added that because none of his association members have investments in China, they are actually able to benefit from the U.S.-China trade war.

As Chair of the OECD Task Force on Countering Illicit Trade (TFCIT), it is also a pleasure to welcome our partners to mobilize our collective commitment to strengthen international cooperation across sectors to combat the pernicious effects of illicit threats to our economies and communities. The growth of the global illegal economy is one of the most daunting challenges we face today. Nowadays we see evidence of how today's global illegal economy is imperiling many of our shared interests. Illicit Trade is evolving into a convergence, a multi-dimensional matrix connecting an incredible array of illicit actors, networks, black market facilitators, and complicit financial hubs at critical nodes measured in space and time. Tackling the issue of illicit trade in Europe and beyond has never been more timely. Criminal networks that are engaged in the illicit trafficking of narcotics, counterfeits, humans, illicit tobacco and illegal wildlife trade, pose not only an economic threat that results in loss of revenue for governments and businesses alike, but also harms the well-being, health, safety, and security of ordinary citizens. As these threat networks converge, we too must unite. In fact, the illicit trade in products such as counterfeits, illicit tobacco, or antiquities sold across European, and other markets, fuel webs of corruption and criminality – and in some cases, finances terrorist activities across the Middle East and Africa. Reports in recent years have shown how the trafficking of cultural heritage artifacts, such as stolen antiquities from Iraq, Syria, and Libya, have helped to finance violent campaigns by the Islamic State of Iraq and the Levant(ISIL). Other forms of illicit trade, such as organized crime and corruption associated in sport or counterfeiting, pose considerable threats to European economic prosperity and physical security. Over the years, counterfeit and pirated goods have not only helped terror groups stay in business, but have enabled them to finance their attacks in Europe and other regions. I hope that we can expand the network of the OECD TFCIT by adding new members and stakeholders, so as to develop fresh ideas for countering illicit trade. In the coming year, we also anticipate strengthening public-private partnerships to counter illicit trade in Southeast Asia. This objective will be advanced in partnership with the APEC and ASEAN economies through the APEC Pathfinder dialogue. Despite this, it was found in April from the latest poll on the government’s performance on refugee issue, that 94% German citizens were willing to offer refuge to refugees who are fleeing from war and that 76% of supporter of the AFD also agreed with this view. The refugee integration in many parts of Germany was seemingly successful. In some cities, local volunteers helped to organize refugee integration, donated clothing and offered German-language courses for new arrivals. Regarding the aspect of the economy, the social welfare costs play an important role. Pro-refugee supporters argue that the costs for the refugees often return to the labor force in the economy, and will eventually lead to economic growth.
